Tina Simpson, JD, MSPH

Managing PRINCIPAL

Tina began her legal career as an Assistant Attorney General with the North Carolina Department of Justice. She represented the NC Division of Medicaid, the Office of the State Treasurer, and a series of occupational licensing boards, focusing on administrative rule-making, board management, and public procurement.

After eight years of practice as an attorney, Tina returned to UNC Gilling’s School of Global Public Health, where she received her Masters of Science in Public Health. 

Tina’s previous consulting experience included value-based contracting support services to provider practices and product refinement of health technology applications targeting Accountable Care Organization clients. Tina has experience contracting for and implementing electronic health platforms and guiding organizations in implementing cultural, operational, or procedural change.

School shootings are not uncommon in the United States. The child’s youth is not even all that unusual (although the clear intentionality is). In 2020, guns were the leading cause of death for children over a year old in the United States, per the CDC.

A year into the implementation of the Healthy Opportunities 1115(b) Medicaid Demonstration Pilot in North Carolina, the first Medicaid program directly funding health-related social needs, Tina, alongside Leah Mayo of UNC Wilmington and Sarah Ridout of Community Care of the Lower Cape Fear were able to discuss the execution of the pilot on AHLA’s Speaking of Health Law podcast.

Efforts to tackle social determinants of health within communities and address the resulting individual health-related social needs (HRSNs) have been a longstanding goal for numerous Medicaid programs. Nevertheless, until recently, persistent regulatory and programmatic obstacles hindered states from effectively utilizing the Medicaid program to confront HRSNs. Tina wrote an expansive piece about the groundbreaking  “Healthy Opportunities Pilot” in North Carolina and the evolving “HRSN Framework for 1115(b) Waivers,” emphasizing evidence-based interventions and fiscal accountability.
